Public Petition to Raise the Age of Statutory Rape in South Korea to 19 Years Old Called The Kim Soo Hyun Prevention Act Gains Required 50K Signatures and Moves to Next Phase
The South Korean netizens on the scandal with Kim Soo Hyun allegedly dated then underaged Kim Sae Ron has definitely put up rather than shut up. In the past week, there was a public petition to raise the age of statutory rape from the current age bracket of 13-16 to 13-19 so basically raising the top age to 19. In this scandal, Kim Sae Ron’s family alleges Kim Soo Hyun dated her from 15 years to 21 (for six years) and his side claims he dated her from 19-21 (for about 2 years). The petition to raise the age is named “The Kim Soo Hyun Prevention Act” and if passed as a resolution by the Legislature will certainly name and shame him further. A petition in SK requires 50,000 votes to pass the first hurdle and this petition hit 50k yesterday and will now be referred to a committee for review. It then gets passed to a subcommittee for further refinement and review, and if it’s a proper bill will then move to a general committee resolution to be voted on to become law. With the current political instability in SK with the impeachment of the president and a snap election being held in two months in June, the passage of any new law will likely take longer than usual.
I was about to say, I know that won’t be the final name lol…like come on let’s get serious here. Seems a bit petty to name it after him because let’s face it there are plenty on both sexes who have done such mistakes probably for centuries past in their country. Age of consent definitely needs to be changed, but is 19 not a bit old, I wonder why they did not choose 18 or is it because some 18 year olds are still in high school? Different culture so I’m not sure.
Korean ages work differently. I believe a 19 year old would be 18 in the west.
19 because it is the age of majority in South Korea, not the age of consent. The age of consent remains 16 even with the proposed amendment. They are seeking to raise the threshold age of statutory rape cases from 13-16 to 13-19. So it will be statutory rape if the victim is aged between 13 to 19 instead of the current 13 to 16, provided that the accused is not a minor.
Well, if they do it they must also foresee exceptions for cases where one party is let’s say 18 and the other 20 (I mean, where there is no real predatory involved).
Their laws already including something like this with 16 yo and 19 yo (I don’t remember what exactly, but probably for +2-3 years it’s not considered a crime. I read it here but don’t remember detail information, you can google it if interested). If petition will push farther, I guess they will consider it.
That is exactly the part of the law that they are seeking to amend because currently, it is only statutory rape if the victim is between 13 and 16 years old and the accused is over 19. In your example, if one is 18 and the other is 20 then there is no crime unless one accuses the other of rape. In the proposal, if one is 18 (still considered a minor in SK because age of majority is 19) and the other is 20, then sexual relations even if there was violence or coercion will fall under statutory rape.

That anti-pedo petition reached 50k++ signatures in a few days in sk alone. Meanwhile, the justice for ksh petition is at 11k signatures after almost a month. To think it was open to both international and domestic fans. Lol. Ksh is safe to say, the most hated korean STAR (LOL) right now.

Age of Consent in Australia ranges from 16-17 years (a bit of a variation between states). Agree with Rero, 19 is a bit old.
They are not raising the age of consent to 19. They are increasing the threshold age for statutory rape by 3 years.
